Supporting the Safe and Responsible use of the Internet : A Children's Internet Protection Act Planning GuideI have made the difficult decision to remove Supporting the Safe and Responsible Use of the Internet: A Children's Internet Protection Act Planning Guide from the public web site.
This decision was made for financial reasons. I worked for many months on the creation of these materials, supporting these efforts with personal savings. I am not on salary at the University of Oregon, nor did I have any grant funding for this project or any of the other activities of the program I have been trying to establish.
I proceeded with the development of this guide with the hope that my investment of time and expertise would be adequately compensated by voluntary payment from those districts that found my materials to be of help in their planning process. It was my further hope that these payments would allow me to make the materials available generally for anyone with an interest and to engage in further research and development efforts. The last time I tried this approach, it worked. This time, the approach did not work. I have no idea why.
The materials are still available on a private, password protected site. You may contact me for access information. nwillard@csriu.org Depending on your position and purpose, such access may be free or a payment may be requested. The payment will still be voluntary, based on your assessment of the value of the materials to you.
The table of contents will continue to be provided, as will several selected chapters. A new document has also been posted. The CIPA Compliance and MORE Check list: Developing a Comprehensive District Strategy to Address the Safe and Responsible Use of the Internet by Students will provide districts with a resource that they can use to do an internal assessment of their efforts to address these issues.

The Planning Guide
This Planning Guide addresses the wide range of issues that districts will have to consider to achieve compliance with CIPA. The primary focus on the Guide is on the substantive issues related to the development of a comprehensive plan to address concerns regarding the safe and responsible use of the Internet by young people. The Guide also presents positive strategies to address concerns related to the use of Technology Protection Measures, most specifically the concern of the prevention of access to appropriate material.
The Guide includes templates for a district Policy, district regulations, a Student Internet Use Policy, a Student/Parent Agreement, and a text-version of the Internet Safe and Responsible Use Plan in format that can be provided to the community. Educators may modify any of the templates provided to serve the local community.
